What is Peninsula Clean Energy?
Peninsula Clean Energy (PCE) is the local energy provider for San Mateo County (including Pacifica) and Los Banos. Unlike PG&E, PCE buys and produces clean energy, while PG&E delivers it through their existing power lines and handles billing. They work together.
Benefits:
Lower bills: ECOplus energy costs less than PG&E’s rates
Cleaner energy: 50–100% renewable, compared to PG&E’s fossil fuel mix
Local projects: solar, storage, and electric vehicle (EV) support in Pacifica
Incentives: rebates for EVs, energy efficiency, and home electrification
Community focus: nonprofit, profits stay local
Some incentives (if you qualify):
Used EV rebates
EV charging for apartment buildings
Wood stove replacement
Heat pump installation rebates
Cash for swapping old gas or diesel cars for electric ones
If you don’t qualify for incentives but want to switch to electric, PCE offers 0% interest loans for home upgrades.

Yes, you read that right. PCE has increased its rebate to $3,000 for energy-efficient heat pump water heaters installed between November 1 and December 31, 2025.
Stack that with other available state and federal rebates, and you could save up to $6,800 on your upgrade.

$1,000 rebate if a panel upgrade is needed

Check out Rewiring America, a nonprofit helping Bay Area households switch to cleaner, more efficient heating and cooling! For a limited time, San Mateo & Santa Clara County residents can fill out a survey to get an estimate on their incentives and get matched with a contractor!
You can combine federal tax credits, state and local rebates, and affordable financing for major savings on heat pumps. Plus, they’ve partnered with trusted local contractors to provide an extra 20% off installation.
